A marketing campaign for the SOCA Benefit Plan “844 Med Ohio” has now launched. The SOCA Benefit Plan and “844 Med Ohio” are one and the same. The campaign consists of a mix of billboard, radio, and digital advertising, is limited to targeted areas in central and northern Ohio, and is scheduled to last approximately 60 days.

The toll free number at 1-844-633-6446 (1-844-Med-Ohio) and a web site at were created for employers to find and submit information and have an agent or broker contact them.

Banner ads for chamber websites are being created also. These ads will be tracked to provide feedback and help grow the SOCA Benefit Plan.

Overall, the SOCA Benefit Plan is going very well. The first year of operation has been completed and the mandatory audit has been submitted to the Ohio Department of Insurance.  Financials are solid, and the Plan has exceeded the mandatory surplus requirement. More than 5,600 employees are enrolled in the Plan, which amounts to more than 11,000 members when family members are included.

NOACC Announces New Medical Benefit Plan, Collaborative Effort Among Chambers of Commerce as of May 2016

Northern Ohio Area Chambers of Commerce (NOACC) has joined forces with the Southern Ohio Chamber Alliance (SOCA) in a collaborative effort with the Central Ohio Chambers of Commerce, the Dayton Area Chamber of Commerce, and the Youngstown/Warren Regional Chamber to form a self-funded medical benefit plan aimed at small employers with 2 to 50 employees.

SOCA recently received authorization from the Ohio Department of Insurance to form the Southern Ohio Chamber Alliance Benefit Plan. This Plan will be available to businesses through their membership in the chamber associations and chambers mentioned above.

The SOCA Benefit Plan (hereafter, the Plan) is a multiple employer welfare arrangement. Anthem Blue Cross Blue Shield provides claims administration and stop loss protection. Participating employers are required to maintain membership with a Chamber of Commerce that is authorized to offer the Plan. Initially, distribution of the Plan is limited to Anthem Champion and Elite brokers who have completed specified training. The Plan is governed by a Board of Trustees elected by participating employers.

State law requires the Plan to have a minimum of 300 enrolled employees. Efforts are under way to begin operations on May 1, 2016 if the minimum enrollment is met. The authorization from the ODI comes after nearly three years of vetting the idea and planning among various partners, according to Matt Appenzeller, Executive Director for SOCA. “This is a great example of Chambers of Commerce and our partners throughout Ohio coming together for a common goal of providing value to the business community,” he said. “We have great partners. I think we’re all pretty excited to get started.” The SOCA Benefit Plan will be offered through approximately 250 Chambers of Commerce initially.

“NOACC is very pleased to be able to offer a new opportunity to our members that ultimately increases the value of their chamber membership while providing savings on the health insurance that is important in keeping our businesses competitive. We are looking forward to working with SOCA and the other chambers in Ohio to make this viable for everyone” said Vicky Hawke, Executive Director of NOACC.

Additional details regarding the Plan will be disseminated in the coming months through qualified Chambers of Commerce and brokers certified to sell the Plan.

Chamber Bright Stars 2015 Awards Dinner

The Chamber Bright Stars for 2015 will be recognized on Thursday, October 29th at the semi-annual Chamber Leadership meeting and eighth annual Chamber Bright Star Awards presentation of the Northern Ohio Area Chambers of Commerce (NOACC) in the Windows on the River at the Nautical Entertainment Complex in Cleveland, Ohio

About 40 chambers of commerce across northern Ohio nominated a person from their chamber as their “Bright Star,” to recognize a chamber member who has “made a significant impact on the chamber through membership, retention, sponsorship, economic development, operations and/or education.” Each Bright Star is an active chamber member for no less than two years and is likely to be an unsung hero or a dedicated behind-the-scenes volunteer.

Each Chamber’s Bright Star 2015, will accept his/her certificate and trophy from at the presentation at the event.

These volunteers represent a wide range of involvement with their respective chambers, some having been a member and or officer or committee chairman for 20+ years and some being newly involved but each of whom has given freely of his/her time, working hard for their chambers without any expectations.

This is the eighth year for the Chamber Bright Star Awards, and again has given an opportunity to recognize these volunteers among their peer groups, as chamber representatives, board members and spouses will also be in attendance.

Tony Gallo, NOACC Chairman said “our volunteers are the common bond in each chamber. Giving recognition to our Bright Star in a public way lets our membership and community know we appreciate the time, talent and treasure that they provided.”
